A prophet or a priest declares the law and if Jehovah agrees, the judgment is executed from heaven.
I did not kill my brothers-in-law. I declared the law to each of them in the office of a prophet and Jehovah agreed that they were guilty and executed the judgment upon each of them. They both died prematurely.

45 Do not think that I will accuse you to the Father: there is one that accuseth you, even Moses, in whom ye trust.
